One thing that I have noticed since I have been geocaching is that some people don't take much care on how they re-hide a cache. It is important to rehide it like you found it, and to not hide it differently than the owner intended, even if you think it should have been done differently.
If you find a cache that you think is not hidden well, or not hidden like the owner described in the description it would be appropriate to send them an email describing how you found the cache.
Caches should never be moved, made easier, or harder than when you found it. The only acception to this is if you find a cache that has obviously been left in the open or does not fit the owners description. In that case hide it as you see best, but send the owner an email telling them about the way you found the cache and how you left it.
